“JAN 3, 1961: At 1:20 a.m., the Cuban Ministry of Foreign Relations in Havana sends a telegram to the Charge d’Affaires at the U.S. Embassy informing him that the total number of personnel at the U.S. Embassy and Consulate should not exceed eleven persons. Further, U.S. government personnel ‘must abandon the national territory’ of Cuba within 48 hours of receipt of the telegram.’”
