“[21.12.61] Due to the fact that American corporations reported usually large third-party requests for goods essential to Cuba, Washington was ready to subsidize, whenever possible, the losses incurred by companies forced to terminate their trading relations with Cuba. For example, when honey was included in the embargo, Publicker Chemical Corporation needed to find an alternative market. The U.S. government agreed to sell the surplus corn to the company ‘as a loss instead of honeys in industrial alcohol production.’” [Pro Embargo]
