“1898; April 25. A formal declaration of war recognized between Spain and United States. The Spanish concentrated troops at Santiago de Cuba and deployed them to various locations in that province. General Pando and the Autonomista [Autonomist] Delegates returned to Havana from Santa Cruz del Sur following a breakup of the meeting with the Council of the Mambi Government.”
