“December 13 [1963]. Robert F. Kennedy’s memo of December 12 is discussed at a State Department meeting (to which RFK is not invited) and Undersecretary of State George Ball rules out the possibility of ending the travel ban to Cuba. (The ban continues until 1977 when the Carter Administration opens travel to Cuba by U.S. citizens. The Reagan Administration reinstitutes the ban in 1981.)” [Pro Embargo]
