“07.10.64. Public Law 88-633 was approved to amend the Foreign Assistance Act of 1961 and for other purposes, establishing other purposes with respect to confiscation that would have taken place as from 1959. Epigraph (e) (2) was added to Section 620 of the Law, the so-called Hickenlooper Amendment: No U.S. court would decline to consider the legitimacy of a claim based on the governmental expropriation after January 1, 1959, in violation of international law, unless the President would inform the court that the application of the law of the doctrine of State is required for the interest of the U.S. foreign policy…”
