“06.10.95 New measures are announced within the spirit of the Torricelli Act to encourage the flow of ideas and the peaceful transition towards a ‘free and open society’ in Cuba (open implementation of Track II). Most noticeable are the opening of press offices in both countries, licenses with the purpose of research and journalism, funding of NGOs [Non-Governmental Organizations] as well as material supply to back up these organizations. These regulations also include new aspects targeting new mechanism of in situ monitoring (underscored in the Torricelli Act) of the sales of medicines and medical supplies.” [Con Embargo]
