“[OCT 16 and 21, 1960] Richard Nixon, running for president and fully aware of the anti-Castro activities taking place and being planned, attacks Kennedy’s position on Cuba as irresponsible and reckless. Nixon argues that if the United States were to back the Cuban exiles, it would be condemned in the United Nations and would not accomplish our objective. ‘It would be an open invitation for Mr. [Nikita] Khrushchev [Soviet Union’s First Secretary]… to come into Latin America and to engage us m what would be a civil war and possibly even worse than that.’ Nixon proposes a quarantine of Cuba.”
