He reports that ‘several well-known Cuban refugees [are] purchasing time for anti-Castro broadcasts from a short-wave station in Cuba.’ In addition, he announces that Radio Swan is now on the air for ‘test purposes. The station will go on the air quietly at first, will then attack [Dominican leader Rafael] Trujillo, and then later will begin to attack [Fidel] Castro.’ Radio Swan will be operated ostensibly by a commercial company.”
