“04.09.61 The U.S. Congress passed the Foreign Assistance Act of 1961…which in its section 620(a) banned all sorts of assistance to the Cuban government and, as a way to implement such policy, authorized the U.S. President [John F. Kennedy] to impose and maintain an full-fledge trade embargo between the United States and Cuba. Subsection b) banned assistance to the government of any country unless the President determines that it is not dominated or controlled by the international communist movement. Subsection c) prohibited assistance to any country that owes a debt to any American citizen for goods or services rendered when such citizen has exhausted all legal means available and the debt has not been cancelled or converted by that government.” [Pro Embargo]
