“01.10.62 The U.S. Embassy in London sent a cable to the State Department communicating that the announcement made by Mr. [William] Fielding, the British minister of Transport, advising British freighters not to carry military arms and equipment to Cuba did not contain the exclusive lists established by Washington, but an explanatory note containing examples of the types of goods in question. American diplomats asked Fielding why no specific reference was made to atomic energy material and equipment and he replied that, obviously, the Soviet would not allow British vessels to carry such cargo.” [Pro Embargo]
