“20.08.94 ‘Response Measures’ are taken in response to the massive exodus from Cuba to the USA this summer. They are announced within the framework of the Torricelli Act to limit the capacity of the Cuban government to obtain foreign currency and increase the flow of information to the Cuban people from US territory. Such measures were: – Not to allow remittances to Cuba. – To grant specific licenses of the Treasury Department to send packages for strictly humanitarian purposes, including, among others, medicines and foodstuff. – To limit charter flights between Cuba and the USA to the necessary number to ensure legal emigration. – To take the necessary measures to expand radio and TV transmissions to Cuba.” [Pro Embargo]
