“MAR 10, 1961: CIA Director [Allen Welsh] Dulles, preparing to meet with President [John F.] Kennedy is briefed on the agency’s efforts to create a provisional government of exile leaders. ‘At the covert instigation of the Agency,’ a memo for Dulles begins, ‘six leading figures of the Cuban opposition met in New York City.’ The purpose of the meeting was to agree on procedures for electing a revolutionary council, and to draw up a minimal political and economic program.”
