“[23.10.62] The CIA wrote the Memo entitled ‘Effects on Cuba of a Blockade Including All Goods Except Food and Medicines’, and found that such blockade, in and of itself, ‘would be unlikely to overthrow [Fidel] Castro’s government unless it was extended for many months. The general pattern of political alignments would be unlikely to change significantly in response to a blockade.’”
