“06.07.60…Based on the powers bestowed by the Sugar Act of 1948, as amended, President [Dwight D.] Eisenhower set the Cuban sugar quota for 1960 at 39,752 tons, plus the sugar certified for entry before 3 July 1960, which had not entered the U.S. market yet or was warehoused for consumption. Such measure contained in Presidential Proclamation 3355 (25 FR 6414) meant a 700,000-ton deduction from the original quota of 3,119,655 tons; a figure that accounted for 95% of the remainder of tons to be exported to the United States that year, practically reducing such imports to naught.”
